Genug Shoyn, You are correct.
However easier said than done.
The Heshkops DO NOT want peace.
The Shmira has tried one many occasions to sit down and work some thing out through many different medians. The Shomrim refuse to even show up.
The heshkops don’t understand ’cause and effect’ since they have never had to pay the price for something they did. They either pay their way or more frequently they intimidate their way out of the mess.

Get rid of any true bad apples in both organizations, make peace or a working arrangement with the cops, and do what we all know you want to do - help people by getting the real criminals, the street thugs and drug dealers, in the can (or the grave for all I care) where they belong.
